Sakhalin Coastal Processing Plants (OPF 1 & 2)

The Sakhalin Project, located on the north-eastern coast of Sakhalin Island, was developed within the scope of a product sharing agreement signed between a consortium of Russian, Indian, Japanese and American companies and the Russian Government.This agreement, which entered into force in 1996, covers the Chayvo, Odoptu and Arkutun-Dagi fields, where potential recoverable resources are 307 million tons of oil and 485 billion cubic meters of natural gas. It is stabilized to deliver the oil produced in the Sakhalin field (via the DeKastri Oil Export Terminal) to the international market, and the natural gas to the Russian domestic market, and is sent to the Chayvo Coastal Oil Processing Facility (OPF) for re-injection to maintain reservoir pressure.

In May 2005, ENKA acquired Fluor Daniel Eurasia Inc. signed a contract with the company for the installation of mechanical and piping systems of the Sakhalin Project Chayvo Sahil Oil Processing Plant, managed by Exxon Neftegas Limited Company.

Sakhalin II Project includes the first combined oil & gas processing facility in Russia (the largest of its class in the world) located 7 kilometers (4.3 mi) inland in the Nogliki region in the north-east of Sakhalin Island. It is an integrated oil and natural gas field development project designed to ensure year-round production of two main offshore fields, namely the Piltun-Astokhskoye oil field and the Lunskoye natural gas field, located in the north-eastern region of Sakhalin Island in the Sea of ​​Okhotsk.

ENKA, Sakhalin Energy Investment Company Ltd., as a joint venture with Bechtel and the Russian company Technostroyexport, for the construction of the Shore Processing Plant. (Gazprom, Royal Dutch Shell, Mitsui and Mitsubishi Consortium) signed a contract.

+ Approximately 1,800 million scf/day (51 million m style="color:#333333">/day) gas and approximately 60,000 barrels of condensate/oil (9,500 m3/day) production.

The plant separates, purifies and processes gas and condensate and crude oil from the Lunskoye and Piltun-Astokhskoye fields and pumps it to the liquefied natural gas facility and oil export terminals located in the south of Sakhalin Island. In addition to oil and gas process systems, the Offshore Processing Facility includes extensive infrastructure required to support the operations of this facility as well as offshore drilling platforms located within 30 km of the facility.

>ENKA, October 2006 signed a contract for the expansion and improvement of the facility in 2008 and completed this work by the end of 2008.A total of 30 million person-hours of facility work were completed without any lost workday accidents.

 

The location of the Coastal Processing Plant is in a remote area previously untouched by human hands. Due to the lack of local resources, all resources, personnel, construction equipment, materials and consumables had to be sourced from other regions of Russia or abroad. The inappropriate infrastructure of Sakhalin Island made it difficult to transport all personnel and materials to the work site. In addition, shipping operations are often restricted due to climatic conditions. In winter, with heavy snowstorms, all construction sites and access roads are covered with snow up to 3 meters, the temperature reaches -35 degrees, accompanied by a strong wind, the sea freezes for 6 months.In spring, floods and in summer storms, hurricanes and earthquakes can also occur several times a year, severe weather and extreme climatic conditions were one of the main problems that arose during the implementation of this project.

To overcome these challenges, materials, logistics and general construction practices had to be planned very carefully in every detail. ENKA developed a transportation and logistics plan, complete with appropriate risk analysis and disruption minimization measures, and successfully implemented it throughout the project.

The lack of qualified or unskilled labor on the island has created various difficulties and forced ENKA to provide labor from various remote regions of the Russian Federation, as well as personnel living in Turkey and Asia Pacific countries. Due to the remote location and harsh working conditions, special labor laws and rotation programs have been implemented for employees. ENKA has successfully managed these challenges by preventing any loss of productivity due to personnel shortages in any area with a strong human resources management program. By organizing comprehensive training throughout the implementation of the project, employees with little or no experience in the industrial field were transformed into qualified and productive workers.

>Environmental conditions in this highly sensitive region have been carefully monitored. It was also examined and the natural life around the project sites was protected without causing any damage.
